 رسالة إلى الزملاء في النقابة المستقلة لمصلحة الضرائب العقارية بمصر

نوجه رسالة تحية وتضامن من فرع يوستون للدخل والجمارك بنقابة الخدمات العامة والتجارية ببريطانيا إلى زملائنا العاملين بمصلحة الضرائب في مصر. إن فرع نقابتنا الواقع في وسط لندن يتضمن 700 عضواً مسؤولون عن زيارة أصحاب الأعمال في المنطقة وفحص سجلاتهم. وإذا وجدنا أنه حان سداد المتأخرات نرسل خطاباً بضرورة السداد، وإذا رفض صاحب العمل نرسل أحد مندوبينا من قسم الديون المستحقة للمطالبة بسداد المتأخرات. وعادة ما تكون هذه العملية بطيئة ويمكن أن تستمر من شهر إلى سنة حتى يتم حل المشكلة. أما وظيفتي فتتلخص في معاونة المفتشين عند زيارة أصحاب الأعمال ومراجعة حسابات شركاتهم.

وفي يوم 30 يونيو الماضي، شارك عاملوا الضرائب في بريطانيا مئات الآلاف من موظفي الدولة والمدرسين في الإضراب لمدة يوم في جميع أنحاء بريطانيا، وذلك من أجل مواجهة الهجمة الشرسة على معاشاتنا واقتطاع وظائفنا. ولقد تشرفنا بوجود كمال أبو عيطة بيننا في ذلك اليوم حيث جاء معنا إلى محل إضرابنا في النقابة وألقى كلمة عن ضرورة تكاتف العمال في العالم كله في معركتهم ضد الرأسمالية. لقد كان كمال بحق ملهماً في حديثه مما جعل الـ70 زميلاً المشاركين في إضرابنا يهتفون من ورائه: “ثورة ثورة حتى النصر” بالعربية. ثم شاركَنا كمال في مؤتمر موسع حضره ما يقرب من 2000 شخص في وسط لندن حيث ضجّت القاعة بالتصفيق عندما قام رئيس اتحادنا مارك سيروتكا بتقديم كمال إلى الحضور.

لقد أعطت الثورة المصرية الأمل للعمال في جميع أنحاء العالم من خلال التجربة العملية والممارسة الفعلية بأن أكثر الديكتاتوريين قمعاً سوف يركعون على ركبهم عندما يتحد العمال مع بعضهم البعض. وحقيقة أن موظفي الضرائب في مصر هم من كان لهم السبق في إنشاء أول نقابة مستقلة وفي مشاركتهم البارزة في الثورة المصرية تعتبر مثالاً يدعو للفخر عن محورية الدور الذي يمكن أن يلعبه عاملوا الضرائب في النضال العالمي ضد الرأسمالية. فنحن نؤمن بأن الضرائب التي نحصلها يجب أن تستخدم في تلبية احتياجات البشر وليس من أجل إشباع نهم الأغنياء. وفي اليونان أصبح عاملوا الضرائب بمثابة العمود الفقري في النضال من أجل تحصيل الضرائب من الأغنياء بدلاً من الاعتماد على قروض صندوق النقد الدولي.

وفي بريطانيا فلدينا حكومة يمينية وهم يتمنون أن يدمروا الخدمة الضريبية حتى يتسنّى لأصدقائهم في القطاع الخاص وبنوك لندن أن يحققوا أرباحاً طائلة بدون دفع الضرائب المستحقة عليهم. لقد كان لدينا إدارة يعمل بها 90,000 موظف، وفي خلال خمسة أعوام فقط انخفضت العمالة إلى 70,000. والآن لدينا تقريباً 2000 مأموراً زائراً يتولون مسؤولية زيارة أكثر من أربعة ملايين من أصحاب الأعمال. وعلى الرغم من أن ما يقرب من 120 بليون جنيه استرليني تعتبر “مفقودة” كل عام بسبب عدم دفع الضرائب المستحقة إلا أن الحكومة تعمل جاهدة على خصخصة قطاعات واسعة من الخدمة الضريبية.

وهناك قضية مطروحة الآن بشدة في أوساط حركة النقابات في بريطانيا وهي الدفع في اتجاه تنظيم إضراب عام من أجل إسقاط الحكومة الحالية. ونحو هذا الهدف فإننا نقوم بطرح ضرورة اتباع النموذج الرائد للمصريين من خلال أن نتّحد مع بعضنا البعض ونُضرب أيضاً ككتلة موّحدة. ولقد اكتسب هذا الرأي الكثير من الشعبية في أوساط العمال في النقابات ولكن بعض قادة نقاباتنا من الفاسدين ولذلك فإن معركتنا معهم ربما تأخذ بعض الوقت حتى نصل إلى الطبقة العاملة ذاتها للمشاركة في الإضراب العام.

إن مؤتمركم يعتبر بالفعل حدثاً تاريخياً، ونحن العاملون بنقابة الخدمات العامة والتجارية نريد أن نبني علاقات وثيقة مع نقابتكم من أجل الدفع بأسس التضامن والتعاون بيننا وكسب المعارك القادمة.

To the tax workers trade union conference

Euston Revenue and Customs PCS branch send solidarity greetings to the tax workers of Egypt. We are a branch of 700 members within Central London and are responsible for visiting employers within the local area and auditing their records. If tax is due, we will send the employer a demand for arrears and if they refuse pay, we will send staff from our debt collection section to visit them to demand the arrears. It is a slow process which can take anything from a month to a year to resolve. My job is to assist inspectors when they visit employers by investigating company accounts.

On the 30th June tax workers in Britain joined hundreds of thousands of other civil servants and teachers for a one day national strike against attacks on our pensions and cuts in our jobs.

We had the pleasure of Kamal Abu Aita visiting our picket line and he gave a speech on how workers internationally need to stand together in the fight against capitalism. Kamal was an inspiration and had the 70 people who joined our picket line shouting “thawra thawra hatta al-nasr”. Kamal then joined us at a 2000 strong rally in Central London and the hall erupted when our general secretary, Mark Serwotka, introduced Kamal to the audience.

The Egyptian revolution has given hope to workers around the world by proving in practice that even the most repressive dictator can be brought to his knees when workers stand together. And the fact that it was Egyptian tax workers that helped to lead the revolution and led the way in setting up the first independent trade union, is a proud example of how tax workers are central to the international fight back. We believe that the taxes we collect can be used to fund the needs of the people rather than the greed of the rich. And in Greece, tax workers have been the back bone in their struggle to collect the tax off the rich instead of depending on an IMF loan.

In Britain we have a right wing government and they will be hoping to destroy our tax service so that their friends in private industry and the City of London can make huge profits without the need to pay tax. We used to have a department of 90,000, but within 5 years it was been reduced to 70,000. We have approximately 2,000 visiting officers who are responsible for visiting over 4 million employers and although it is estimated that £120 billion is going ‘missing’ each year because of unpaid tax, the government still intends to privatise whole areas of the tax service.

Across the trade union movement in Britain an argument is developing about the need to have a general strike to bring down his government. We have been using the argument that we should follow the lead given by the Egyptians by uniting together and striking together. This argument is very popular with rank and file trade unionists but some of our trade union leaders are corrupt and why it will take a battle at the grass roots to get the action off the ground.

Your conference is an historic event and we the tax workers in PCS want to build closer relations with your trade union so we can achieve the solidarity needed to win.
